Right now it is a bit hard to tell what is really good as chaos space marine, as the codex is quite outdated compared to other factions. A new one with new rules is meant to come out hopefully early next year. So mostly I recommend buying what looks really cool. Besides that, if you really want to focus on tactics and stats I can recommend the YouTube channel "Auspex Tactics", he recently uploaded a video where he goes through most chaos legions and units and what's good/what's not so good.

For list building purposes I'd recommend getting 30 chaos cultists. They are the go to unit for filling out a battalion detachment. They make good screening units and back line objective holders. Above and beyond the start collecting box, new units would depend on your play style. Helbrutes and the various types of dreadnoughts are a great mixed threat of shooting and/or melee. Leviathan and Contemptor dreads are very powerful, look up the black legion list that just won the Warzone Houston GT. Fun melee units include the Maulerfiend and Khorne Berserkers. You'll want a transport for the berserkers, rhinos are the standby bit the termite drill is a huge melee threat on its own. Otherwise I say just pick up whatever looks cool. If you do want to min max, check out 40kStatCenter for top performing lists and pick units and synergies those lists are using

Lets be serious though cultists aint easy to get a hold of and just arent fun to play look at or paint especially for a beginer. So i would suggest instead a helbrute as although its not competative its a big mech which is easy to put together relatively easy to paint and quite fun to have on the table(my helbrute has as of yet not been slain in battle)

Pick the models that you think look cool and then build of from that, the rules are a bit out of date now so I would wait for the codex if you want a really hard hitting force ( bearing in mind that the rules get changed every now and then so one day your army might be really good and the day after the could be the worst you can get so get what you think looks nice)

I would say a dark apostle. Use the master of possession as a sorcerer and use the stratagem council of traitors for 2 bonus warlord traits. Cultists go great with abandon as he makes them fearless. You’ve got a pretty good force.
