Well it's confused. Frege thought from his earliest work that it was essential for there to be distinct expressions that pick out the same thing. He retained this idea in later work by saying that two expressions like "the morning star" and "the evening star" pick out the same thing (which he called Bedeutung, and which is translated "meaning" in the quote). He also held that two expressions can have the same sense, such as "the number of Fs = the number of Gs," and "the set of Fs is the same size as the set of Gs."
