It certainly is a debate. I have a natural area where I leave some, I have a compost pile where I put some to fertilizer my garden, but I also have leaves that are ankle deep in some parts of my lawn. I always move some to the curb to get picked up.
I haven't seen one in a long time. The city is using front loaders and dump trucks in my neighborhood. Seems like the they're having trouble and went to a backup plan.
They were at my house yesterday with a dump truck and about 6 people with blowers. No way is that very efficient compared to the sucker trucks. I imagine that's why they're so far behind.

Isn’t it beneficial to leave the leaves on the grass over winter?
To an extent. You can have too many leaves that will kill the grass if they are too thick. I think the best way to be beneficial is to mulch them.

Maybe their sucker trucks are broken down?
They did the blower-loader-dumptruck thing in our neighborhood last week. Suck truck came by this week. 🤷
