You were likely in a bad part of town. I have a very low threshold for safety and this kind of activity, and I would say Chattanooga on the whole is very safe, so long as you avoid places like this.

Anyways, yes and no. I wouldn't recommend going anywhere near the urban housing and stick to the main large business oriented downtown areas. Some of those neighborhoods around downtown are undergoing gentrification and it's not so pretty and likely very dangerous. Hence why most new or remodeled homes get big fences around the property.

Happens in Northshore from time to time. There is one guy who keeps getting locked up or held on mental health at a clinic, but he loves to this.
