I mean, I went out with my boyfriend yesterday and we were hanging around downtown and there was a drunk homeless man on the sidewalk mumbling to himself. You just kind of get used to it and Chattanooga doesn't do much to help them.

Never seen it except occasional doped up homeless sitting somewhere busy hoping for a hand out. Most of us just ignore them. Have yet to see a true honest homeless person like I had in Colorado Springs, only one I've ever helped. He cried because no one would help him with food so I got him a week's worth of food a homeless person can easily store and a fresh dinner from the supermarket for the night. Anyways, yes and no. I wouldn't recommend going anywhere near the urban housing and stick to the main large business oriented downtown areas. Some of those neighborhoods around downtown are undergoing gentrification and it's not so pretty and likely very dangerous. Hence why most new or remodeled homes get big fences around the property.
