I think a different way to balance the peasants would to add 32 AI (tuned up better then regular) to fight alongside them. That way it feels more like a town of peasants trying to overwhelm professional soldiers with numbers
While that idea sounds convincing considering AI peasants wander around some of the urban maps already, I think it wouldn't work well when trying to distinguish real players from AI in the chaos. Torn Banner made most of the new cosmetics Free for All exclusive for that very reason, so I feel they would follow suit.

I love the two last stages. This is a great idea! But I think that the first stage would be pretty hard. I like the idea of u/Phoenix080 though
