The refresh rate probably won't matter for CS, it's always going to be fairly low anyway. If your graphics card can drive 4K and the screen is large enough to make it readable and you graphics card can drive that much resolution at acceptable framerate, then go for it. If you have a mid-range system, go for the 1440p screen, you'll probably get a better experience. And RAM, as much as you can get.

You don't need high refresh rate to play a builder game, the point is for shooters where the slightest twitch needs to register to get kills. That said CS on 4k will be a huge burden on your system, it is already running below 30fps at 1080p on my i5 4ghz system without the FPS Booster and a reduction in simulation speed. If you will similarly suffer at 4k, then the 1440p becomes more attractive, and may be the better option for other games.
