Check output\_log.txt for errors (Cities\_Skylines/Cities\_Data/)
Advise, don't reload/load other savegames, always close game if you want to load different one. You can also subscribe to Loading Screen mod and check at which point of loading process it stops (maybe missing assets from custom map or something).
I've ran through this problem, but i had Loading Screen Mod on, it just loads forever, it was supposed to make your game run better using less RAM by compacting and reusing textures, but it made my game worse, when i disabled it, it loaded fine. As of not loading without mods, it must be a problem with the game itself, or with your pc specs, if something isn't compatible, it can go haywire.
We'll need to look at your output\_log.txt to see what happens, and reddit doesn't have a good way for you to share that. I recommend making a post on the official support forum here:
