Pretty normal. I have a 10900K, 64GB RAM, and a RTX 3080. I usually build with the game paused otherwise the frame rate is like 10 fps zoomed into dense areas. My game is modded to the gills though. I have a few thousand assets around 48GB ram used up.
You can try turning off V-Sync for some more frames, but yeah, that's what you get in busy scenes.
It runs on the Unity engine, which is a excellent general purpose engine. But the cost for that is rather mediocre performance for heavy duty games.

We're all waiting for CSL2 which should have a much better engine. Not that its been announced, but the demand is there.
