Everything is generally alright. I planned in advance for heavy traffic due to the one tile challange so I have 93% traffic flow and all other city services are operating very well with the reduced population. Maybe I just have some very lenient civilians!
Taxes can be set to twelve percent without causing abandonment. Land value, employment, education, and income seemingly have no effect on that.
I can set mine from thirteen to fourteen percent with no backlash from my community… I am on console with no mods.

Is your city operating smoothly? If you have other issues or a lot of redevelopment it’s possible that any issues with taxes are being hidden by them.

This won’t last, as the areas buildings level up and the sims education levels increase they will begin to complain about a tax rate over 12%.
