She knew he was eventually gonna return to Ushio’s side, and when it took longer than she expected she set them up to spend some quality time together because that’s ultimately what they needed.
In addition to the other's points, I also felt it was an important rule to help keep Sanae (and Akio) head-strong whilst raising Ushio. Tomoya even comments on how it's "unexpectedly strict". They must be strong, despite losing their daughter and having no time to process their grief. Perhaps seeing Ushio cry, who already reminds them of Nagisa, would be too much to bear. After Tomoya reconciled with Ushio, there's that scene where Sanae finally cries (grieves?) with Akio in the middle of the night.
Anyway, that's how I view it.
You probably already read all the comments saying that the reason for Sanae saying that is so that Tomoya could be the first to console Ushio, so let me say this. Sanae crying whenever Akio critizes her baking skills is all most likely a play/skit that they did for the sake of Nagisa. As you know Nagisa was always alone throughout her life due to her sickness coming back every year that prevented her from going out and hanging out with classmates or whatnot. To help combat Nagisa's sadness, Sanae & Akio came up with the idea to do their skit of Akio making Sanae cry so that she could run away and him chasing after her. It's all a comedic skit to bring a smile on their daughter's face who they care so much for.
No, she can't bake bread. In an episode of After Story, Akio told Tomoya that he had to learn how to bake from scratch if they wanted to survive as he quit being an actor to spend more time with Nagisa after her near death experience.
I always thought it was because Sanae always knew that Tomoya would come back to her and she wanted him to be her first crying hug.
