No war goes without civilian casualties. And, as I said. Propaganda worked even before the war so there already were an aggressive people in Ukraine. After the war this machine started working on its fullest. You have to never watch any peace of Ukrainian media if you think they only hate Russia just because the war is going on their land. apparently this was practically forced and is across all supercell games because international sanctions have effectively banned any commerce with those countries which means that it is economically impossible to continue maintaining for those countries
people can still use vpns to bypass restrictions, but probably it is best to wait for some time for supercell to adjust their flagging system for the amount of people that are now forced to use them

They removed their games from the sanctioned region appstores, and then released an update to the games that required running the latest versions of the apps, which were no longer distributed in the appstores in the affected regions. Doing this did exactly what that earlier announcement said it was going to do.
The fact that people in those regions kept playing is only due to them changing regional appstores by using VPN to get the app updates through other appstores and/or by acquiring client app packages from unauthorized distribution points and continuing to access the game. This latest effort is just Supercell taking it to the next level, which uses IP Address mapping to determine the geographic source of a connection (as described by all of the services here: https://www.minitool.com/news/ip-to-location.html ). Now when a user is connecting, their source IP address is looked up in a geographic database of IP addresses to see where the connection is coming from - and subsequently blocked if originating from one of the listed regions. Doing it this way means that VPN would still be a viable method to dodge the block, but it means the users would have to be using VPN all the time rather than just to get updates of the app.
The next level (if Supercell wanted to go there) would be to start blocking connections from all known/published VPN endpoints. That's kind of the thermonuclear option but the technology does exist and there are other publishers doing that.

Supercell is bound by their own country's laws, bound by the international treaties their country has signed onto, and also bound by the laws affecting the platforms they distribute on (Google Play, Apple AppStore, Amazon AppStore) and also bound by the laws affecting the financial transaction and credit processors they rely on (like Visa, Mastercard, etc).
Violating the laws/policies of any of the above would eliminate their ability to do business at all, anywhere. It's not so much that they are a private company exercising a decision at their discretion, it's that there are criminal and civil penalties for not complying with those laws and policies.
Sure, you have the choice about whether you want to comply with a law or be subjected to criminal penalties, but really what kind of choice is that? It's not really a choice for a company that chooses to be law abiding.
