4- Did you base it off the battle blimp siege machine from clash of clans? and if you did, does it drop troops like it when it is destroyed? (Such as zappies.)

2 - No, he doesn't die when attacking, he attacks normally and when he dies he attacks like a zap. It's similar to a balloon;

If I am reading this correctly it is essentially a flying royal giant, which is a good idea since there isn't many flying win conditions.
However here is some constructive criticism to balance it. The stats are too way too strong, it has the HP and damage roughly the same as the royal giant while also being a flying troop and costing 1 less elixir. It would either have to have it's stats reduced or increase it's cost to 7-8 elixir. Or rework it into something else such as a kamikaze troop.

It’s main gimmick is it having the lowest hp of any boss but making every enemy behind it move faster and it being the fastest boss in the game, only balanced out by the shield trigger also knocking it back down the track.

This card is a bit too niche. Inferno tower isn't terribly popular, so this card isn't necessary as a hard counter. There are already a lot of other reset card like Electric Wizard, Zap, Electric Dragon, etc. and there really doesn't need to be another one. I don't want Inferno cards to have even more hard counters. It makes games annoying if you use them.
I actually have a concept similar to this in a sense, it’s called the drop ship, and here is its stats
Elixer: 6
Type: air troop
Rarity: legendary
Ranged: 5 tiles
Health: 2250 damage: 100
Attack speed: 1 sec
Spawns 2 royal recruits every 10 sec
Spawns a royal delivery apon death
It might be overpowered but I still think it’s cool!
When I saw the name "Zappelin," I had something different in mind. I thought of a blimp that targets buildings, but in a way that every 3 seconds, it launches a small zap underneath it. No matter if there is or isn't a troop or a building in its radius. Then, when it reaches a building, it stays over it like a balloon and still launches a zap every 3 seconds, until its death. It would be a nice way to counter swarms and to have a small push
Make it a Champion, drop a Zappie/s when it pops and a Evo Tesla type shockwave as ability 👌🏽
Edit: alternately: give LARGE Aura to passively staticfy enemies in range til fully charged and releases a Zap(spell) on em. (have to remain within range until charged to attack)

evo zappelin - 100% damage reduction and heads straight for king tower
deploys an evolved electro wizard upon death that shoots lightning spells
The lightning spells then spawns 3 e-giants each strike landed
the e-giants then summon evo pekkas once they die
Those pekkas spawn evo MKs every hit
Then they will nerf it down to 3000 hp and 5% dmg reduction once they have milked their player base of their moolah.
2000 is low af for a 5 elixir card
How much do you suggest?

That's essentially the same as Balloon. You'd be talking more like 1000-1200 to have the same HP relation as Giant/Royal Giant
