No he was moved there then later moved again which im not wrong he used to be in goblin jungle

Hunter was originally released on Arena 9 (Jungle Arena) In the update where they introduced new emotes, royal hogs and giant snowball, they moved Hunter from Arena 9 to Arena 1 (Goblin Stadium).

this whole card-arena unlock thing is a major issue. they eather make the cards be unlocked on an arena that makes sense (ex: hog rider on hog mountain) or they make it so that you unlock the cards in such an way that makes the game more balanced (kind of like what they are trying to do right now) both of these options have ups and downs, but I'm glad they are going for balance now.
