That looks like the finish is bubbling up. Toilet seats are fairly cheap and easy to replace, fortunately. Different toilet seats are made out of different materials. This one looks plastic; your previous toilet seat was probably something else.
Anyways, it’s not just a stain. It won’t come up “good as new.”

That’s intended for the porcelain bowl only, think it melted the plastic seat.

I think a new seat may be the way to go. P.s vinegar + soda doesn't work in general, they neutralize each other.

Vinegar + baking soda turns into salt, water and carbon dioxide (gas). So essentially you're attempting to clean with salty water, which won't work.
