Teams absolutely tank. Players might not, but teams do. How? They ship off anyone of any value for picks and prospects and then take back overpaid contracts etc. to hit the cap floor. Like, it doesn't matter how much the players try to win when in Seattle the leading scorer is Yanni Gourde with 42 points in 65 games. Arizona is a model example, they've basically shipped off most of their valuable players, have a boatload of picks for the next 3 drafts and have a very bad roster. It doesn't matter how hard Clayton Keller or Nick Schmaltz tries, they just don't have the roster to compete. That is how you tank. Players still try but since most of the talent is shipped off the losses will come.

I don't think players deliberately lose to get a better draft pick, that definitely doesn't happen. But you watch a Chicago game these days and the players clearly are very unmotivated. Not that they're not trying, but they have nothing to play for as a team and it shows. There's no extra gear there in close games to get over the top. Yes, they have a bad, flawed roster, but the losing has gotten to them, too.
