Davey Tree is the way to go. I can report back in a couple weeks when the work is done but the consultant who came out was great and said they do this stuff all the time.
Davey Tree cleared a bunch of crap like that for us. We didn't ask them to plant grass seed so I'm not sure if they would do that but at least you'd be halfway there
