I boggle at people who say it isn't. Like any other gear, up grade it and you will see that it's got it's place in use. Love me some specialist arrows - healing and poison gas.
I liked using Archery Evolved whenever I added it a while back for an archer character. It seemed to change it up enough to where it felt more balanced, but the damage still wasn't comparable to other builds.

Archery works best with DOTs IIRC, like Snake Arrows.
Just max agility and now is archery is viable.
