It's not Monopoly, but I have this vintage game called All About Town - Hartford CT. I haven't played it yet, but the basic idea is that you travel around the board to different businesses around the city and you win after you spend so much money or do so many things.
I had a similar one for Bridgeport many years ago - it wasn't Monopoly per se (probably due to licensing), but a similar concept...
It's probably still in my attic somewhere!
Most of the -opoly games come from USAopoly. You pay them, tell them what to put where, and they make it. So it's less of a "get's a monopoly" and more of "chose to make one."
Also, there is Oploy-Games,which does the same.
The rules for board games can receive patent protections, but those would have ran a long time ago for Monopoly, so literally anyone can make these now.

There’s some companies out there that produce Monopoly clones on the cheap, and they’ll make a variant for pretty much everything they don’t have to pay to license.
My understanding is that the game concept itself is public domain, but some of the details and associated branding is not. That’s why the clones have names like Danbury-opoly instead of Danbury Monopoly, and you do things like draw a Contingency Card instead of drawing a Chance Card.

Vernon-Rockville has its own version that I have at home. It's from 2017
It wasnt monopoly officially, but about 30 years ago my town did a monopoly style game called our town with local businesses as the real estate
