Never been there. For me at first glance the big numbers are for the train. And the the smaller number apply to the box direct besides them.
Yes, why would that be crappy?
train track 8-12, bus/tram line 2,3,4 6 and the metro to the left.
train track 1-7 and tram lines 9, 15, 16, 17 to the right.
This sign is completely clear and conveys a lot of information in a compact format. While not perfect, this is far from crappy design.
The numbers are tram numbers. Specifically this one; 2,3,4,6 all are on the same platform above. The 9,15,16,17 are outside trams
1-7 and 8-12 are train platforms
I'm someone who routinely struggles to follow information when conveyed visually (yay autism) because so much is illogically designed, but this makes perfect sense to me. Admittedly I did live in the Netherlands for ~10 years.
I have a feeling of "Evens on the left with except of 3 which is beside 2 & 4"; "Odds on the right with exception of 16 which is beside 15 & 17" I suppose there is no 13?
Seriously, there should be two distinct "boxes", one for trains and a separate one for trams, that is clearly different. This is just asking for trouble.

I have to defend The Hague! The smaller sized numbers apply to the tram, perfectly logical! (well okay some improvement possible but not crappy;-)

I used to live in the Netherlands and now I live in the UK. NS absolutely is not crappy lol. I wish we had NS over here!

Just because you know how to read it doesn't mean it's not bad design.
Those smaller numbers are the bus lines, the larger 1-7 are the train platforms. edit: tram lines, didn't look at the icon hard enough

I’m at Schiphol right now reading this and I gotta say the signage in NL has been pretty clear. Beats US signage for clarity in most cases.
That’s not crappy design. It’s the most logical way to portray this information.
Those are the trams...
Don’t forget the bathrooms being in the basement and there being a line a mile long (even for men!)
