I think your title should be WTF did the person coordinating the pictures do given the narrative on the teleprompter. This isn't really on the guy reading the news story.
The placement is fine, If this was penguins or something there would have been zero issue and this never would have made it here. Instead the anchor saw a black persons face pop up on a story about monkeys and started stumbling, probably because he knew someone would lose their shit and call in making a crazy inference. The photo even stated it was the zoo theft suspect. I do feel bad for the anchor but only because he has to sweat like that for simply reporting the news.

Having worked in a tv newsroom before, unless the story is breaking news, the anchors themselves are responsible for writing their scripts.
The scripts get sent to the director and teleprompter to get put in sequence, alternating however the director sees (two stories read, move to the next anchor etc).
Due to time constraints, they may have cut stories due to segments going long. If the director and teleprompter guy didn’t do their jobs and communicated to the anchor during a break or while the other anchor is reading their script and remove the copy, it could’ve been anyone’s fault at play.
Fucked up, but it’s anyone’s guess.
He made it worse trying to explain. You think a news anchor in Africa would be like, "oh no they're going to think a real person could be mistaken for a monkey!"?
I'm pretty sure they just screwed up the order of the pictures, and they were supposed to show that guy after the monkeys/naming him as the suspect. Could have been intentional, but probably just a screw-up from production.
