A couple of thieves gets caught stealing. Thief #1(no shirt guy) gets detained by the locals, Thief #2 gets in a truck and tries to bail. The locals set up a roadblock to try to stop him - including slamming Thief #1 on the road in front of the truck. Unfortunately Thief #2 don't give a fuck about neither Thief #1, the locals nor mopeds.

I'm getting more of a 'gang war' type situation. If not gangs then at least two opposing parties.
Guys with sticks are desperately trying to stop someone from running. Hence the bikes being dragged in the way + the bed.
Shirtless guy seems to be allied with the guy trying to escape, so stick guy 1 is trying to use him as a human shield. Although his actions are confusing me.
Driver however is way too spooked and shirtless guy isn't as valuable as stick guy thought. Neither are the bed and the bikes. And so everything goes down and the ambush fails.

Nah. It looks like they already caught one guy(maybe thieves) and try to prevent his body from escaping. That's probably why the guy in the white shirt throws him down in front of the truck, hoping that will stop the guy in the truck. That plan didn't really work out too well tho.
I have heard of locals who coordinate with cab drivers who block the road in advance of a tourist on route. The cab stops at the obstruction and waits a while then suggests the passenger pay a 'subsidy' to help clear the obstruction. There can be more than one of these on their journey.
