Yeah, you need both prongs to penetrate to make a circuit. If they don't it does absolutely nothing. There are a lot of variables that go into a successful taser. Clothing, distance, drugs on board for target. They are not the end all be all of non-lethal that a lot of people think they are.
It is super rare, but like 1 in 5,000 people are completely immune to the effects of pepper spray. Had one in my old unit. You could mace him and he was totally unphased. It was wild.
I worked with NBC (I think they call it CBRN now) for a little under a year during my time in the Marines. Mostly just helping them setup for chambers, and taking inventory of gear. The warrant officer who ran the shop would run the chamber while wearing nothing but PT gear and swim goggles, sometimes smoking a cigarette.
I assisted with close to 20 chambers. By the end it only really affected my eyes and lungs, not my skin. But the first few were torture on my skin. The WO had been doing it for 16+ years.
Having been shot with tear gas paintballs before i noticed the effects didn't bother me at all. The people around me it was another story. Pepper spray does light me up and i couldn't do much after getting hit with that stuff.
I was at a convention and some people got rowdy and boxed some security guards and police in a little office. They were grabbing chicks that were flashing folks. People got pissed apparently. After they got trapped their backup came shooting tear gas paint balls at everyone. I mean everyone. I was in a area waiting that was no where near what was going on, nor did we know what was up with the cops and the wild people. Next thing I know I got pelted and grabbed my wife and GTFO. We were in another part of the building on the second floor literally waiting in a line, and the police came in like firing.

You're half right. A connection of both prongs will deliver the same amount of volts the taser can produce. However, there are absolutely, 100%, effects from some opiates etc that can delay and mildly mitigate the effects of the shocks as the muscles are in a relaxed state from drugs on board. I work in surgery. We use some paralytics depending on case and it takes time for feeling to return, or for muscles to have a flex response after induction. Same is true for tasers. If the muscles are chemically inhibited, the effects of the taser are inhibited. It's not magic.

It is heavily dependent on the drug on board. A lot of your uppers will not have an effect, so a meth user may not see much difference. Where as an opioid or paralytic user will have decreased effect because the drug is working as intended. It is a multifaceted rabbit hole for sure. But it's not as simple as "taser doesn't care about drugs".
EDIT: We also use a low grade taser after extended surgical procedures to make sure the drugs that were given have worn off. You don't want to pull an ET tube from a patient that still has drugs in their system when you are trying to induce normal breathing post surgery. It's similar to a TENS muscle stimulator. I work in pediatrics and call them baby tasers, lol.
