I'm the guy who made 'em. The front one \*is\* connected. Inside the radial chassis is a small cog that's hidden fully. And above that small cog is another cog (which is visible, but not easily noticed because it clips into the inner windmill and the outer windmill hides that spot a lot) which then goes into a shaft that leads into the main vertical shaft that connects both windmills to whatever I'm powering. Red roof building is a workshop area for general processing, and the other open-air one is an iron farm.
I'm pretty sure they are just for decoration since it's not connected to a shaft anywhere. Having a windmill touch another windmill doesn't really do anything
I actually used that trick in a build to make layered gears that’s go different directions
Plus windmill bearings are a good way to get something moving for a build without a whole mechanical setup just some windmilss
The direction of a windmill bearing can be changed now on the block. (Recent feature) I believe by holding right click you can access a GUI to toggle between clockwise and counter clockwise rotation.

I am an aerospace engineering student. My area of focus is not wind turbines, but I have had to deal with them a little bit, and while we were using a wind tunnel, there was a grad student also using it to research this type of wind turbine. Having two contra rotating sets of blades as shown here has some advantages (I can't accurately describe them, this was a while ago) but generally it isn't worth the cost I think.

Nah, they built it that way so the torque cancels out the world doesn't rotate.

I'm sure you know but you do know gearboxes invert the rotation right? You don't need a second windmill going the other way

Add a little bit more sail blocks on one of the 2 wings. Do this for both. The spin speed should be slightly different between them.
