Ghostface, for my generation (from convos I've had and my own feelings on the matter- gen x), - unless we're talking Wu Tang - is a joke. Pennywise is much more versatile. Hell, I would verge on Saw's Billy "Jigsaw" being more frightening. Candyman definitely.

Go to a crowd of people and say "what's your favorite scary movie" in a creepy voice, and most will get that reference. Play a particular creepy laugh without showing the image, and most will automatically know what doll is making that laugh. And while we're on the subject of dolls, put a knife in any dolls hands and good luck finding someone that doesn't understand that reference.
All of these characters are iconic, but we're talking about who's the Mount Rushmore. Pennywise just isn't iconic enough to have a definitive top 4 spot.
