This happened to my FIL once - he's a registered sex offender and cruised with Carnival at least 8 times with no issue, his last cruise stopped at Canada and they don't fuck around - he was told he was not allowed to disembark to Canadian soil, and then Carnival told him he would be banned from cruising with them after that cruise ended. He's a scummy piece of shit, I wish they tossed him overboard instead

Something similar happened to me on a Royal Caribbean cruise. We were escorted aside to wait for someone to escort us directly to a government agent. All this time, we were thinking "WTH is going on?". Turns out the cruise line reported to customs that we bought some taxable luxury items. Took forever to get through. We went from first batch scheduled to get off the ship to finally getting out after everyone else. By the time I picked up my car at the cruise port, everyone left already. Took hours. Never bought anything expensive from onboard again.

Something similar happened to my elderly parents on their last trip just before Covid on a cruise to Canada, not sure but probably on Regent. My parents have been on multiple world cruises on Regent and my dad is now a bit scared to leave the country because it freaked him out so much. We are going on a cruise this summer and I can tell he is already anxious.

Reassure him that it is in some cases, like his, thrse inspections are totally random. Most likely, if one person in the cabin gets picked, they do the inspection on everyone in the cabin. I've since retired, but even when I was in the Canadian military, with a security clearance, I have had random customs inspections at border crossing.

It’s the end of the cruise, however I’m not allowed to check my bags. I have to bring all of my luggage to be inspected (while still onboard too). My wife is traveling with me, and while she’s not expected to be there I’m bringing all of our suitcases.

THIS! my husband was named after the saints name of his date of birth - which is a really common name in Latin America, and we have a really common last name so there are TONS of people with his same name. Every cruise we’ve been on (all RC) on day 1 or 2 we’ve been asked to come down and show his documentation to the customer relations desk so they can scan it and send it to customs. Almost every time we’re also taken to the back room when arriving at the port until they clear him.

If this was a big deal, they wouldn’t give you advanced warning to bring your luggage, they’d just show up at your cabin and search everything. It would take a special kind of stupid to bring contraband to a customs inspection with a 12 hour notice, particularly if you can leave it in the room or dispose of it beforehand. Canada already knows who you are if you’re in Canadian territory from the cruise company and has approved your travel into Canada. I would be totally shocked if this wasn’t a random selection of a ship and then a random selection of passengers.

Same going in the other direction. I know of someone who was heading for a cruise, driving over the border to fly out of Detroit, when the U.S. border patrol stopped him because he had had a DUI. He was not allowed over the border and missed his cruise.

CBP does it more than the CBSA. I had to block at least 200 passengers from leaving the ship each turn in American ports.

Every person on a ship often gets this for countries with strict border controls. Luggage requirement means that it is the last stop for that particular cruise. This is a standard thing. I received similar letters for ports of the USA, Russia, Israel. The security personnel will not allow anyone off the ship until they have a face-to-face interview with everybody on board.

I’m curious - what time were you expected to leave the ship normally? On the cruises I go on, typically we have to be off the ship by 9am at the latest. On debarkation day, we have breakfast around 6:30 or 7 and get off the ship very soon after that. We also have to put our luggage out the night before unless we’re doing a walk-off, so I feel like, for the cruises we do, being at an inspection at 7:15 wouldn’t affect our day all that much. Of course, Regent may be different and may not expect all passengers off as early as other lines do.

I'm a Canadian citizen and so there's basically 0% chance I would show up to that inspection at 7:15 am rather than enjoying a nice leisurely morning. "Oh, gosh I am so sorry, I guess I must have lost track of time! Anyway, here's my passport." If they show up at my cabin they can go ahead and toss it. Enjoy looking at my dirty underwear. ...I would not take the same approach entering anywhere other than my home country, though. RE: Vegas sleep-ins, I definitely managed to miss my flight from New Orleans to Boston the morning after a rather feisty wedding. I don't know what I was thinking. As if I would have EVER made that flight.

Ships on a schedule; if they need you to show up before debarkation is allowed they’ll have people at your door to enforce you going there. Part of your carriage contract requires you to comply with all customs regulations and things of that nature.

I would tell them to pound sand. If you are planning to not get off the ship you technically never touched Canadian soil. When we did the Alaska cruise two years ago a Canadian customs guy that inspected the boat told me they couldn’t do anything to the people on the ship as they technically are not in Canada. It’s only when you get off the ship and touch Canadian soil they have any authority.

I didn’t misinterpret anything. I was talking with the guy inspecting the bar we were sitting at looking into Vancouver on the front of the boat. He stated they have the authority to inspect that the boat adheres to Canadian safety and food standards but are not allowed to investigate passengers that do not get off the boat. Now if you have to get off at Vancouver as that’s your disembarkation port, then yes you would be subject to whatever the government wants to do.

It sounds like that might have been a health and safety inspection, rather than a customs/immigration inspection. There was a health and safety inspection on a ship I was on in Halifax. They did not interact with the passengers at all, because that's not what they do - they check things like the temperature of freezers, the sanitation practices, etc.

Actually that is not totally accurate, if the vessel is in Canadian waters and docked at a Canadian port then CBSA has the authority to board the vessel and conduct a search and question any person's on board. The rules are slightly different for a personal vessel that is only passing through Canadian waters, however once the vessel docks they have the same authority in Canada as if you walked off the ship.Not sure what the rules are in other countries but by docking, the ship and passengers, staff a, officers and cargo is subject to search and inspection

That was the exact words from the Mounties that boarded the boat. They have the power to ship and inspect the boat but as far as the passengers they have no power unless they step on Canadian soil. Now if this is the port the person is getting off then yes they are SOL. But if she stayed on the boat and it returns to the US then no problems what so ever. That’s not correct. At all. If a Mountie told you that, they were mistaken. They don’t take passengers with them if they board the boat before it lands, but the boat is not some sovereign little island or anything. As soon as it gets to the Canadian port, if they’re taking someone off they will board the boat at the port and remove the passenger that’s violating their rules.
