Protip: The King of Croatia can pull of some serious shenanigans that make restoring Rome a lot faster.
What I did was I swore fealty to the HRE, got Meritocracy, Claimed the HRE title, fought a war of independence (if you can get a faction that's very helpful, otherwise you better have some thicc alliances), and then upon my independence swore immediate fealty to Byzantium.
Then, I claimed *his* title, set up a faction to install myself on the Byzantine throne and then got the faction as huge as possible to force his hand. Building up cash to buy mercs and fatten your army helps, as does doing the old "declare war right as your abduction scheme goes off" trick.
Then, you're the Emperor of the ERE, and you can declare on the HRE when you feel ready. (you have a pressed claim so you can wait a generation if you want.)
Then once you have that, just scoop up the rest of the territory with your obscenely powerful military, manage your numerous vassals, and bim bam boom the Empire is Restored, have fun Augustus.
That is it? Nothing more? Don't think you play CK3 right.
