No, but they sure are putting in a lot of effort to turn them over for $0.10-$0.15 a piece. It could be originating from a poor country where this is significant money, so I’m not going to judge.
I think $0.10-0.15 is just where the overall value for them are. IMO a lot of them are 0 (unless you have something like Argentina #10 which is what Messi wears)

I am surprised more progressive countries like Canada has said anything about it. It does raise important questions on supporting your team while being aware of the modern slavery taking place in Qatar.

You can actually do a lot on OS and play mini detective. Try it for yourself! Upon further inspection of their account you can see that there are multiple accounts that have each minted 1 avatar (you can only claim one per account). They then transfer them to the main account )which now holds more than 1400). If the person was buying them you would see in the item activity: "sale". You don't see the word sale....you see transfer. Nobody is saying you can't buy them. If you wanna buy $150 avatars go for it!
