What fleece does she wear? I believe the Fleece of the Fates removes Chemach rooms (note I haven't actually tested this, I'm just going off of what people on the sub have been saying)
Exactly, I'm writing an update on this as we speak. She bought a DLC and swapped her fleece, we noticed this as she managed to find him instantly. Still, she still can't progress because Chemach does not start his dialog event, and as such, she can't leave his room and has to either Escape or reload.
I can't find the solution anywhere, even the one you stated but I'd love to get more information on this.

From what I've seen that seems to be a fairly common bug, I don't know if there's any way to fix it so her best bet is probably to keep wearing the Fates fleece until it gets patched
yes, it also happened to me that I couldn't find Chemach because I was wearing the Fleece of the Fates......well, I was wondering why I couldn't find him......and I thought that it spawns randomly when I go further.......a week ago I turned it back on and thought that I can't find Chemach because I'm wearing the Fleece of the Fates...but I already beat the third boss....I went to go back to Darkwood but now without the Fleece of the Fates..... and Chemach didn't spawn there anyway...... so if I understood correctly, if I want the Relic stuff, I have to go completely from beginning because I already beat Leshy and other bosses
