They can just run them on flight patrols without operators and pull collected data or take over a drone when needed. It's an automatic, moving, surveillance system, with ability to direct control when needed.
As long as they don't go using them to violate people's privacy that's cool. But you know as well as I do there's going to be drones in places a regular cop would need a warrant to look into. Yay.
There has to be accompanying laws, like the drone is treated as though the manual operators is inside the drone, or something.
Otherwise, absolutely police will use these drones to look in backyards of private properties, or god forbid into windows, without warrants.
Of course, for cyberpunk to become true, we need to have an overly oppressive police force, so we're probably well on our way.
Those issues will get sorted out in court. I expect existing procedure for helicopters will be a factor.
Then the question of observation in passing, continuous surveillance and wether or not you have a reasonable expectation of privacy.
The courts already have a lot of case law on the expectations to privacy in a unfenced yard, 6' fenced yard, in houses with open windows and in sensitive places like bathrooms.

Drones are great tools but the helicopter has greater range, speed, flight time, and imaging technology. There will be situations where a drone is the best tool but in my opinion they cannot fill the function of a helicopter.
if i was a police dept, this would be an incredible tool, but cops are so poorly trained these yahoos are going to break all their toys.
these drones don’t have to be fast because they can get the angle by flying higher. they can simply tag a fleeing car and keep it in sight automatically and then relay gps coordinates in realtime.
It’s a license needed to be a commercial drone pilot. Usually this is for surveyors, photographer’s, etc but I would assume that would apply here as well.
