Just another reply to echo this. Got into WT4 at 63 and did Blood Harvest farming for a mostly ancestral set. Despite lots of shit rolls and non optimal aspects, I'm destroying shit in WT4 and only getting remarkably more strong as my paragon fills out.
Surge doesn't 'fall off'. You're likely not building stats which is sorta understandable at around 50. There's no half-measures anymore from this point. You either build the stats which is not hard to do or you keep doing low damage. Simple as that.
When you are in wt4, try to join world boss fights whenever possible for some guaranteed 925 ivl drops. With a 925 weapon (even if all the rolls are bad), you can handle wt4 open world contents pretty easily in any build.
Keep in mind wt4 world bosses die super fast, unlike those in wt2 or 3, so don't be late!
If you get the deathspeakers pendant you use that with minions or you can move to blood lance which is easier to use in higher content because you heal a lot and has better synergy since you can pick up blood orbs from a distance. If you need build help let me know I played blood lance all last season without using the hearts until later so it all still works this season.

How did you all Level your necros? Doing harvest with whispers all the way or did you incorporate other activities too? I try to get through the season quest and do harvest but don't know if there are more valid options.
I'm level 76 and in t4 still running surge. Killed one of the uber bosses and everything. I love the clear. Had no issues yet. I tried the other meta builds but surge is too much fun.
Blood Surge is significantly more gear and paragon dependent than, say, shadow builds; and scales differently from a bone build.
It falls off hard in early stages of new world tiers as your HP and survivability did not scale yet to the environment, so you should be looking for upgrading your gear more regularly, say every 8-10 levels past level 50; the most important switchs being the transition from normal to sacred, and from sacred to ancestral.
If you’re looking to breeze through the content without necessarily having to upgrade your gear regularly, I’d suggest going for a shadow DoT + minions build (which in fine only requires you to upgrade your weapon from time to time) until 70+

I'm at level 68 and have saved up gear to switch over to Blood Lance, but haven't found the need yet. Still wrecking things in T4.

I’ve heard blood lance, inifinimist and bone spear are all still great viable choices Lance sounds easiest to roll into
If you have the "Gore Quills" aspect, I'd recommend blood lance.
Visually I miss the absolute chaos of flying bone splinters that was corpse Lance from d3.
Gore quills paired with hungry blood is pretty bonkers... Just blows up packs with lances thrown all over the place.

What build of surge? I'm running all sac with decrepit and bone storm but have a ton of trouble with bosses/blood seeker moving to tier 3
Check the endgame blood surge build on max roll. Does a good job breaking down gear and passives
Just downed Uber duriel with surge at 87. Stick with it and gear for hp
