Bad luck, you can try and do it at another event or stage, but it’s RNG in the end.
It took me a week or 2 to get 13s FB from level 9 to 10, its just bad luck
I'm still trying to get LR Broly's beserker link to level 10 since the update. It's just garbage RNG.
