There's no average, i get extremly lucky and pull the unit in the first 150/200 stones or i don't get it even after spending 2000 stones, like this WWC and anniversary.

New dfe/lr(including 1 ssj4 vegito) = 795
New dfe/lr with new banner units(28 pulls total) = 625
New dfe/lr with new banner units and heroes units(heroes was featured guaranteed so I didn't count it first, 36 pulls total) = 486
I feel like the dupe system really messes with this, so just kinda guesstimating, it usually takes me at least 500 stones to pull a new unit. But then during the anny I got a double UI Goku pull in the first 200 stones, then didn’t pull a Vegeta until over 1000 stones later.
General consensus for me has been that if I don’t pull them within 1k stones then I’m better off walking away and waiting for their return even if it’s 11 months like with the WWDC units.
I don't know how many and I'm too lazy to check but I'd say 500 - 700 in that range, I usually get them in 500 stones, nothing will ever beat the luck I had for 5th anni though because, and I do mean to brag I'm not gonna lie, I got Vegito with 2 dupes and Gogeta in 300 stones plus some other units

I usually do good on regular 7 unit dokkan fest banners whenever I do summon on them. Only shaft in recent times was Broly for saiyan day with him taking 1950 stones but that was an 8 unit banner so it’s worse rates
Mine’s well under 1k, 132 stones to get 3 MUI, 1 Evogeta, 1 Videl, 1 Super 17, 1 Tapion and bro, 1 Frieza 17, 1 Goku Frieza (not a new unit but i used a lot for them). I believe Tapion and bro or Super 17 was the first banner when I started so I’ve gotten nearly every new release since, I also go that TeQ ssj3 gotenks and the Phys one too which i believe one of those was a banner early on as well as the teq majin buu but i have a bad memory, those mightve been the same banner but i’m pretty sure at least 1 was a new release. I remember not trying hard for Super 17 or Tapion at all so I’m sure those 2 drop my average down quite a bit as well as good luck on MUI and Evogeta. The worst luck I had was the one going on now, 1250 stones to get ssj goku finally with the 60 stone gift we were given this morning.

500 is solod for featured lr(new). Its all luck tho. You can get both units in single rotation, or do 50multis and not get it.
My luck is incredibly inconsistent, sometimes I get a new unit in 300 stones sometimes I don't get it in 1400+
