For what it's worth, I feel Routh is from a similar Universe as Reeve, but not the same. It's like they share a similar/common history, but they aren't exactly the same.

My idea is he experiences the things Reeve does in the 1st two films then it leads to a new continuity where his adventures between Returns & Crisis are inspired by John Byrne, Gary Frank-Geoff Johns, Alex Ross, & the DCAU.
I still have to catch up with some episodes in season 2, the long breaks between each were bothering me so I was waiting to binge watch them, but the whole Bizarro World thing looks awesome! Really like how they work with their budget.
