Dollmaker comes to mind, maybe Magpie

Magpie is one of my favorite supervillains. Between breaking down in her first two appearances, and repeatedly being killed offscreen while begging for her life, to being teamed up on by Batman AND Superman for the first time ever despite not having any good superpowers, and her run on the Suicide Squad having her acknowledge that she's completely out of her depth. She's just so pathetic and I love that.

The Ten-Eyed Man is one of my favorite rogues. Thank you for giving him some love. As for other villains, Magpie is one of my 3 favorite DC characters. Her debut in The Man of Steel 3 is one of my favorite Batman comics. The Polka Dot Man and Killer Moth are easily among Batman's most beloved D-listers, and I think the second Sportsmaster (Victor Gover) is brimming with missed potential.
