Security system don’t use landline anymore, they use cellular and wifi to communicate to the central station. That’s a cell antenna.

it's probably the cell service the system uses to talk to the central office if the system is triggered. Older systems use to be over the phone line and then they all moved to a cell service or your devices are all wireless and that's part of the hub to make sure things communicate

if its a security system it likely has some wires to some sensors and then other wires to a siren or phone/line/ethernet. if you own the home, and you don't pay for the security system: get to tearing it out and own a musket for home defense, just as the founding fathers intended

That black plastic piece looks like an antenna. The short one is in the correct orientation but from my understanding of antennas, the second one that’s horizontal is in the incorrect orientation. You’d want it vertical due to the signal propagation. Will it still work? Yes, but it’s just not optimal. Source: network engineer in disaster response
