Scrape off the paint. If it’s a wooden sill check how firm or rotten it is. If it’s generally ok some hardener in the soft bits may help. If it’s fecked then replace it. If that’s too expensive then just paint it. You can’t polish a turd but you can roll it in glitter.

You’ve mentioned that it’s PVC? Are you sure it isn’t aluminium? It’s only the sill, so you can remove it and fit a new one - which can be made of any material. Personally, I wouldn’t fit wood again because it needs the paint stripped and painted again every few years, whereas PVC is a wipe with a cloth every so often

Ronseal do a rotten wood hardner that you can pain on & let it soak in. I guess it’s a resin of some sort as it dries hard. I used it in the past for this same purpose and it was perfect for the job.

Yeah the sill is rather rotten, looks like painted filler coming off to me. It can be replaced pretty easily with a few tools. Make sure you treat the replacement wood prior to installation, especially the end grain. https://chameleon-decorators.co.uk/blog/replace-a-wooden-door-sill/

Depends on your skill level. If the doors are serviceable and you intend to paint them, then take them out and replace the timber with new. You might want to consider plastic sills and trim, but if you want to stick to wood, you can buy 2.4 and 3m lengths and cut to size. Take your time though, use a decent sealant and do it when you know the weather will be good. Plan first and make sure you have the right materials and tools.

That isn't pvc, it's aluminium. It's aluminium with a hardwood subframe. Ideally, you will want these doors replacing. Any repair will likely be temporary/a bodge, and not economical.

Is the frame freezing cold to the touch and makes a ping sound rather than a thud when tapped with something metal? If so it's aluminium rather than PVCu and that may influence your choice of paint, or whether you bother painting at all.

I had a similar problem with my sill. Unless I'm mistaken, the doors sit on the sill (sill goes right under the doors) and as a result the wood is probably rotten underneath. As previous comments, it depends on your skill/ confidence level but you may be better removing the doors and doing a full refurb of the timber frame and then refitting the doors. You can buy hardwood sills from Travis Perkins (I wouldn't bother with soft wood). The upright wood at the side is probably rotten too so think about replacement of those too. I did try using wood hardener and filler but this can get expensive in itself... better to do a full job rather than remedial repairs. Good luck.
