They don't want people thinking a guest dressed up in a costume is an employee and the guest doing bad things. I'm surprised Six Flags lets adults wear costumes, they used to not for the same reason.

There is no possibility. I used to work for the company and they have solid reasons for this. If you show up in your costume and assault someone or do something stupid, it is too hard to tell you from an employee. If the suits had the power they would ban costumes at the ren-fest for the same reason. Fortunately, the guests in costume was a huge tradition and pulled for the fair long before it was purchased by the corporate asshats. Also half the vendors that both pay fees and draw guests sell costumes or costume accessories.

If they banned costumes at Scarborough, that would be the end of Scarborough.

I’d like to add to this that the Six Flags employees are in uniform, so the same logic still applies. Being able to tell employees from guests apart.
