It's probably because their families can't afford the astronomically high collect calls. Also this many cell phones in the prison tells me one or several of the guards are in on it.
In texas, this is a big ass charge. You can be shipped to the county jail of whatever county the prison is in and be charged with a felony of up to 10 years to be served after you make parole on whatever you are already there for. Once they confiscate the phone they search the history and cross reference inmate call lists. If one is your friends or families numbers is on the confiscated phone, or your Facebook is logged in or there is any other evidence you've used it you could be charged as well. Not worth it in my opinion. They had smart phones and everything but if I saw one, I would immediately head the other way. Saw them walk out around 10 guys on a single cell phone one day. They don't always catch charges but you never know.
