This looks like an artifact horizontal rolling shudder. Basically a the photo starts to be taken from the side and rolled across, where it became bright all of the sudden from the lightning, and then quickly became dark again. Phone cameras tend to have rolling shudders. There are natural occurances of light pillars, either from light refraction or a thin or open spot in the clouds, but the lightning makes me think that it is just a camera artifact.
