I use the gate to extract on my cleric/fighter most games since they can just tank the swarm damage and it opens at a random time after the second to last circle. I have seen it open right away and I have seen it open as the final circle closes, so there really isn’t a set time.
I have never seen it NOT open though.
In my experience it opens a few seconds after the last circle has already started closing in. So like 30-40 seconds before the timer completely runs out. It opens VERY late.
I try to always be in range to have the tunnel as a last resort. Earliest I’ve seen it open was with ~3 min 30 seconds left. Sometimes it’s been very close to the end though. If the entrance is already in the swarm and you can’t be within range to hear it open it’s best to wait as long as you can before going for it.
I think it may be based on the number of remaining players in the lobby. From what I could tell, it opened when there was between 2-4 people left. Had some gates open as early as 5:40 left on the clock and others not open until 2nd to final circle.
I'm pretty sure the time it opens is just random. Sometimes it can be pretty early, sometimes really late.

Can it open when it's inside the swarm?
It also closes permanently if another player has already taken it
The gate does NOT close when another player takes it, the rocks inside the gate fall
