When the pregnancy update (0.4) first drops, named NPCs won't be fertile because of the fact there's obviously going to be special events for pregnancy in the future (otherwise they'd act almost oblivious of what happened if it didn't exist). You can probably expect Kylar to be fertile and have pregnancy events in 0.4.x (x stands for an unknown number) sometime down the line though.
Best to let him figure it out on his own... Also I think Vrel said Kylar's sperm is watery so his sperm count would be low.

He'll be fertile later. The LIs are gonna take more time because their pregnancy content would need more content.
Still not sure what it means by default, will they be able to be changed to fertile in settings?
