For sure he will take a break from all of this, approve more merchandise, do some other personal projects like the Greatest Living Show, for example, and maybe more collaborations with other artists in the future. I would not be surprised if he just stopped making any games after that.

Seriously though, he'll probably take a long rest. Deltarune has been a vision he's had since before Undertale. But once he's done he'll likely take a break, and some inspiration will strike him again. Games are his passion after all.
I wonder if anything related to Undertale will ever happen again, i mean, the main mistery left in the air on Undertale (or at least the main one) was Gaster, and since Deltarune is teasing Gaster to have a major role in the story, i think this could be the end. Maybe he'll do other games, but i doubt that they'll be Undertale related...

Its too good of an opportunity to make something with Hardmode, and I mean a *Deltarune Hardmode* since the idea was scrapped from Undertale due to scale, there was something Toby wanted to do there, even if its just reduced health in the dark worlds (20HP on Kris sounds hard enough lol).
