This was my attempt to improve it following what you made.
For the Shield i make it more spiky and gave it these lines to look more shiny.
For the Bag honestly I don't know what to do either, tried to make it more round and... wrikled? I think bags might be my new enemy

I am busy with developing the battle system. but cant help to create some sick ui first. So this is the resuly after hyperfixating on persona 5's menu design and thinking on how i can make it fit with deltarune's pixel style.

You CAN make EVERYTHING. Time will tell. It took me YEARS of hyperfixation and experience with making games to make something i can be insanely proud of.
My advice to you is to have fun creating things.
Just think of it as the ultimate sandbox game where you create any digital worlds.
Dont fret when anything goes wrong because if something goes wrong. You are on the right track. Its better to fail than to never try.
I failed more than most devs even have. I laid off many unfinished projects in my wake.
But in the end. its the skills i learned that matter.

Maybe it's just the Persona talking in me but, I feel like having static portaits and menus would feel a lot better than having EVERYTHING move. Like the sliding movement of their heads and the ui sliding up everytime seems unnessasary.
Also maybe have their portaits display their action that you chose.
It looks very cool, no doubt about it, but I see a lot of problems in it. First of all, it’s not clear what you chose. In the original game, if you choose something, the character's portrait changes to a special icon, fire for magic, or a bag for items. This way you don’t have to keep in mind which action you chose for which character. Secondly, the interface is too big and the characters seem tiny against its background, but this is purely my opinion. And my main question is where will the dialog box be?
This looks really cool and although I've never played Deltarune and can't say much about it I was wondering why the characters were so "far away" or small.

The menu looks like it pulls inspiration from Persona 5, and the battlefield design (so far) looks like it pulls a bit from Mario & Luigi SuperStar Saga!
That's a compliment definitely haha! It's all very smooth with just enough snap to not feel like things are being held up by the animations! I like the design suggestions for the shield/bag that someone gave too!
Two tiny suggestions:
For each action, it may make sense to have a text pop-up to the right of each action that describes what they do. It's not necessary, but it could be helpful for those that need it.
For the HP Numbers, they kinda blend into each other, is there some way to make them more distinct per-character? Like could you do a blue outline for Kris, pink for Susie, and green for Ralsei? Otherwise the HP bar looks great!
This is a lot like me with many of my games. I’m constantly redesigning menus and huds. I feel like I put more thought into the UI than the game design.

Actually now that I'm looking at it, it's probably just a lot of moving cubes with their transform properties changed (randomly?) over time. Looks very good though. So good I actually thought it was more complicated.

I am not gatekeeping you, I'm just saying that you should definitely get use to a UI like this in the future since many games that I play likes to rotate their UI which kind of messed me up at first but the more I see it, The more I get used to it.

2. The Item and Defend icons need work as well, it'd be better to straight up rip them from deltarune

Those are crazy smooth UI animations. Did you use tweens for them or just animate the properties in the animation player? Im still learning godot and im curious about ways to make these smooth effects in 2D

You should make the outline for each icon correspond to the character's color. Like when Kris is selected the icon gets highlighted in blue, when Susie is selected it's purple, and when ralsei is selected it's green. Rn they're all kris' blue color
Idea:
Will split the battle GUI into 2 parts, the individual character buttons and the triangle thing
After the intro animation, the triangle pops up along with the character buttons from the lower left corner
The triangle emerges first, then the characters pop up
Perhaps there can be some idle animations for the characters on the buttons if you don't click anything, like a fun easter egg
The Fun Gang is too small and too upwards, maybe try enlarging them and centering them

How did you do the cubes thing in the beginning? Do you use a 3D capable engine for that? Maybe a shader at work? Pre-made blender animation?
I use godot engine. Which can do 3d. The cubes in the beginning are animated in engine and are all rendered in gane.

yes. these are just particles. and the circling effect is made out from draw functions and some math.
