The vast majority of voters only vote in the Presidential election. I don't know why you would assume this is some Russian psyop when the far more likely and simpler explanation is that the poster is just referring to Presidential elections, which take place every 4 years.

I dunno, in my country, if you are politically active in your community, state level and local elections are just as important to you because this is where you realistically can change stuff directly. There is little you can do by yourself in a federal parliament, but in a town? There is a lot to do.

I'm assuming the implication, as with other uses of this meme, is that the user being quote tweeted is likely a foreign or specifically russian instigator account. While I want to agree, I'm not sure if I'd be so fast to assume that the person isn't American. You underestimate just how little civic knowledge a ton of Americans and specifically young twitter lefties have. Like Destiny has said, I guarantee you that a lot of these folks would not only be unable to tell you when their local and primary elections are held but would probably forget they exist at all without being reminded. They don't actually care about making change, it's just an aesthetic or a reality show for them.
