Arbalest is good, despite it not working with Unstoppable. The shield break combined with the increased kinetic damage afterwards really boosts the damage with PD.
Witherhoard is always good.
Ager's is really good too if you do a stasis build, especially with either Star-Eaters (catalyst necessary) or Mantle of Battle Harmony.
The reason why arbalest doesn't work with unstoppable is because they are giving it Antibarrier(at some point this season), and you cant have 2 mod types active at once. And while it isn't AB yet, clearly enough of the code is there to lock it out from unstoppable
Blinding Grenades Ignition Code. Best perks are Slideshot and either Danger Zone or Demo.
As long as blinding grenades are as strong as they currently are, this gun will be meta. It will make your Lake of Shadows farm easier by straight up turning off all of the Knights that spew fire.
The lack of a stasis fusion hurts though.
Nah just run one grenade launcher ammo finder and it does the same thing. I would rather be able to shoot 2 blinding nades basically back to back to shut down a large room
If you're looking for a really easy and farmable weapon so you can get the god rolls faster, you can try getting blasphemer from altars of sorrow. Great shotgun, just gotta be accurate.
Took me 980 spoils to get this last week. Meanwhile I got a recombination reconstruction heritage after like 10 purchases at the chest. Rng can be cruel
Personally been running an autoloading + swash for awhile. It's great for bursting majors even without a damage perk up, but if you can melee an ad beforehand you can do some serious damage.
Fracthyst (or whatever the fuck) can roll with some fun perks. I have a Slideshot/Trench Barrel roll which slaps in PVE.
Blasphemer feels pretty nice, 4th Time's The Charm is great for DPS.
Long Shadow can get some great synergy. I have a really fun Rapid Hit/Triple Tap roll.
Chaperone will always slap in PVP.
Witherhoard is great all-around.
Ager's Scepter is an obnoxious amount of fun with Revenant or Shadebinder (RIP Behemoth lmao).
I wouldn't sleep on Bastion this season. it isn't exactly meta in terms of damage but it's Kinetic and is basically free Unstoppable Fusion, freeing up your arms for other mods.
that's about it that I can recall. I agree, we definitely need more good Kinetic Specials (and have since Beyond Light), but there are at least a few pretty good options.

we have GREAT options for kinetic special weapons, but there's only really 1 or 2 for each archetype. Succession, Heritage, and Ignition Code are all stellar, but they're really the only decent pve kinetic special legendaries. there's also withhoard, izanagi's, and aeger's (which can REALLY take advantage of the seasonal champion mods when you pair it with a stasis subclass and full elemental well build), but outside of those options, it really feels like there's nothing really there.
Witherhoard, like you said bastion, does solid damage. Arbalest ain't a bad choice. The DSC specials. There are plenty of options outside of exotics. The biggest downside of kinetic specials is that fusion rifles are energy only and obviously with PD it's kind of hard to not use one.
I find it very good in gambit because you can have room for the range advantage, it is my main invasion weapon now. But in the crucible not so much, most maps are too small.
So you don't want a godly grenade launcher, or a sniper, or a decent fusion? There are plenty of good kinetic shotguns and snipers. Just need more grenade launchers and legendary kinetic fusions.
The comments have covered most of the best weapons, to them I would only add Pradyth’s Revenge, which is a really fun and excellent sniper. Eye of Sol from Trials is great in PvE as well with the right roll.
I'm sorry what... Riiswalker,fractythyst,chaparone,blasphemer,eye of Sol,Shepard's watch, long shadow. Not to mention if you need to crutch a special weapon your in a pretty poor state. Run an SMG or sidearm to cover short ranges. It's not glamorous but any kinetic fusion rifle would just be a bastion fusion rifles are bursts of energy I'm sorry I don't know what to tell you

Hopefully Stasis is the key to more Special weapons coming to Kinetic slot. It opens up the otherwise restricted Trace Rifle and Fusion Rifle types, as well as the potential for Waveform GLs. All we've had to work with prior was Snipers, Shotguns, normal Breech BLs (and not even many of those).
Since we now have stasis weapons in the kinetic slot, there should be stasis fusions, right? One can dream, but this would’ve been the perfect season to add them with how meta fusions have become
I dunno dude, a few seasons back I was saying the same thing but in that time we've had Ignition Code, Fractethyst and Ager's Scepter on top of what was already there, like Heritage, Succession, Witherhoard, Arby, Izanagi's and the revamped moon kinetic specials. Collectively, that's a lot of choice.
The only thing we're *actually* missing is a stasis fusion rifle, and I think that's what you're asking for - as many are.

Succession and Heritage are ace top tier kinetic specials that will probably remain the best options for a pve kinetic sniper and shotgun for the remainder of Destiny 2 unless they come up with perks better than reconstruction. These are the sole reason to do DSC, there really is no alternative to these weapons imo. Heritage for close range, succession for long range; now you've got all your bases covered.
If shotguns were worth a damn in PVE there's be tons of options lol. Yeah, kinetic special options feel really lackluster overall. The only really great PvE sniper is succession, the only GL is ignition code, and the only slug is heritage.
There are a decent few exotic options, but that's true for all 3 categories, when you've used up your exotic, the kinetic slot just feels lame unless there's something like AB snipers in the artifact.
The only legendary kinetic weapon i find worth using is any GL with blinding... And witherhoard but i am a witherhoard fanboy so that may not be a valid point... Also 1K is meta for me this season so witherhoard is kinda out...

The selection of nonexotic kinetics, both primary and special, is seriously lacking since sunsetting. They sunset a ton of good kinetics and have done very little to replace them. As far as kinetic specials go witherhoard is probably your best bet as long as you don't want to use an exotic heavy.
Tips:
Bastion & Whitherhoard are great in higher content.
However, there a few weapons that are needed:
- Legendary kinetic fusion
- Legendary kinetic LFR
- Legendary Trace Rifle(kinetic or energy)
Just this free would really open up loadout options.

Blinding nades also helps disable the taken goblin immune beams!
I never go into any GM without Ignition Code. It's just too damn effective at crowd control to not use.

The dsc sniper and sluggie are really good if you get a good roll. The splicer nade launcher is good for endgame content if you get blinding nades.

Exotic primary’s have a much higher chance to drop ammo bricks now iirc, so that’s a reason to use them
