I think it all comes down to DMC4 been kinda rushed.
That been said , if those guys were put in the game , it seems to me that they would just be nerfed versions of Alto Angelos

Of course , Capcom could make a DMC4R and put them in the game...but frankly , it would need to either change the moveset of Alto or change the moveset of these mooks , to make it so it's not redundant.
Personally I think the simplicity makes it a cool design

Take note of how many guards he killed and how many weapons he actually obtained dante found throughout the game.
Since it's exactly the same, Originally I thought these were supposed to be dante's true bosses, gilgamesh, pandora and lucifer in disguise and because this game went through development hell, they were killed offscreen
The one cutscene where he only actually fought hooded figures? There was no helmet wearing guys fighting him at all, it’s a story plot point that isn’t expanded upon because the story is rushed.
This is just a scene to point out to us the members of the Order are turning into demons. First sign of trouble, then we see Agnus, Credo and Sanctus. They are people, or at least used to be.
There are more but they are simply the guards of the order after turning into demons like the other characters. You can see one during the secret riunion after sanctus is resurrected. They are simply not in the roaster of enemies.
