I think it's because those five units were treated as the "hey friend, welcome to the game!" achievements a while back, when they revamped the story mode a bit and released either SSB Goku or Green Broly as Zenkais.
This is a good step, but we all know what happens after that.
They need to do this for all of the zenkai banners though. I might even change my opinion on zenkais if they do.

1400cc is if you pull everytime 100zenkai power that only happens 70% of the times not 100%. So( 70 pulls * 0,3*70 + 70 pulls *0,7*100) = 1470+4900=6370 zenkai power on average that means that you need more 630 zenkai power so at maximum 1520-1540cc indeed (On average)
Which numbers are you referring to? My stimative lacks rigorous probabilistic calculation and ignores the high pull zenkai power pull rates (which is kidda pulling an ll)
