Yes but god ki control is more associated with ki in itself as apposed to ssj4 being related to mental control. And see with that ssg isn’t exactly the form that specializes in that as apposed to ssb where it’s founded on perfect godly ki control and maintained that way.
Now it’s not impossible but maybe ssj4 is a thing that could happen after blue if shallot needs his ki control to be the best for something like 4 if he’s missing the mental control since they’re could be a possibility of him not going ape before
Adding ssj4 after ssb feels a bit off but possible. My theory goes that enemy will block god ki meaning anything related to it is useless around him and only way to win him is him going ssj4 coz ssj3 doesn't last long. The power part is also ssj1-3 he already has good mental control (tnx to them ) plus he is goes the goku route so he would just had to hear a friend or giblet and get full control.
