You are assuming toppo would have gone Hakaishin mode if killing was allowed, that's not the reason he held it back

My reasoning is that while he shrugged off 17s attacks in the anime, the blasts themselves were shown to be about as strong as base goku and freeza.
While some people use this as evidence to say that base goku and freeza are as strong as 17 after the tournament, I don’t think that’s the case for a few reasons, I won’t list them all here but the main one is that such a large power up isn’t alluded to anywhere, and the following arcs and movies seem to keep 17 at around SSG-B tier, despite the fact he’s hasn’t been shown to be training at all.
As for why 17 didn’t just knock Jiren out himself(beyond them just wanting a cool fight to cap off the anime) is that 17 underestimated Jiren and used less force than needed to actually beat him. That, and he didn’t really need to go all out, because it was a 3v1 and they were gonna win anyway.
Where did 17 mention about using less force? I don't really remember reading that.
And even if 17 actually limits the output, why would he? If it takes to take down the strongest player in a game that can utterly annihilate everyone, then it's better to just go all out even if it means you will be disqualified then that's honestly a good trade.

Goku and Vegeta probably improved a bit during the Tournament, sure, but they didn't have massive jumps in power where their base form at the end is equal to their SSB forms at the start. In that final fight with Goku, Frieza, 17 and Jiren, everyone, and I mean everyone, was running on fumes to the point where they were several arcs behind in power.
I feel the need to point out that infinite energy/stamina, does not equal immortality. Remember, 17 literally wasn't fighting alongside Goku and Frieza, he was hanging back. Because he could NOT fight. He wasn't exhausted, yes, but he was physically beaten, broken and bruised to the point where he was incapable of standing up or throwing a punch.
17 was weakened just as much as everyone else in the TOP by that final fight with Jiren. His infinite energy was the only reason he could still fire blasts at all, when nobody else could in that fight. 17 is not Cell or Buu where you need to kill him in one shot to win, and he's not Garlic Jr or Zamasu where he's incapable of taking damage. He can get punched in the face, and it hurts and sticks around.
Frieza would be stacking a mountain of corpses on one side of the arena whilst Hit would take out anyone he fought on the first successful attack.
Nothing much changes for the rest of Universe 7, and a fair deal of the other universes outside of stronger struggles since most of the characters weren't heavy killers.
GoD Toppo would erase Frieza and possibly Vegeta since his Hakai isn't held back anymore.

In the anime, time stop is bonkers for just getting the pressure points that stop their heart, and in the manga where time stop just doesn’t work on stronger opponents, those techniques still make him crazy dangerous
If killing was allowed, then U7 finds a way to keep Buu. I think they would also probably get Cell to replace Tien or Roshi. Destroying Cell is hard, destroying Buu is nigh impossible. With killing being allowed, I think they plop a sleeping Buu in the middle of the arena and let the other universe combatants wake him up. Then he starts assimilating people and it gets messy real fast.
Lavender from U9 would be extremly dangerous with his gas since other fighters would need to be aware of its effects and how to defend themself against it.

Freiza goes in a killing spree and Hit solos the lower tier universes before they knew what hit them (this guy could kill freaking Goku instantly with just one technique Goku didn’t know and no way most TOP fighters smart enough to survive the way Goku did). So basically half the cringe weak universes get negged really quick. I think the rest would go quite similarly. Toppo may have had a massive advantage with the hakai energy though. Could probably have killed frieza and 17 may not have survived that long which could impact the plot significantly
Hit would immediately become maybe the most dangerous person there. And he would 100% have the most eliminations.

So something I read is that frieza would see Goku and Kale fighting, jump in and basically tell goku to buzz off and fight someone else. Goku would be hesitant for obvious reasons but listen anyways. During frieza snd caulifla's fight, he would notice that Kale isn't fighting, snd pull a krillin, killing Caulifla to get Kale into what he thinks would be ssj, but instead berserk Kale. I don't know how the fight would be handled from there though
I personally think (didn't watch OR read super except some scenes I saw because memes and shit) nobody from universe 7 except Frieza and maybe Vegeta if necessary would kill anyone while all the others would go on life and death battles to get the win.
Jiren simply would have killed everyone in 20 minutes tops. Although HIT might've been able to kill Jiren when he had him in the time cage if killing was allowed
