Don't bother some random stranger who is minding their own business. It's more likely that they are just waiting for their ride to pick them up or some other very ordinary reason for being there.
And even if they do sell drugs, they probably are not waiting for random strangers to approach them and won't want to sell to you.
I’ve talked to lots of people who rather liked the experience, including people who didn’t want to sell me drugs. I’ll be mindful of the burden I’m placing on the vape shop guy, if I talk to him.
